Background
The idea of a Base for African Human Capacity Building (BAHCB) was
addressed at the 2nd Tokyo International Conference for African
Development (TICAD ll) of October 1998 in Tokyo, Japan. The African
Institute for Capacity Development (AICAD), the outcome of this
discussion, was established in 2000.
The Institute is jointly financed by the three East African
Governments; Kenya, Tanzania and Uganda, with the support of the Government of Japan through Japan International Cooperation Agency, (JICA).
AICAD has four divisions through which the activies are managed. These are, Administration and Finance, Research and Development, Training and Extention as well as Information Network and Documentation.
In addition, AICAD has country offices in each of the three East African Countries. These country offices, in collaboration with headquarters, implement the activities of AICAD.
